Expense Management System Design, Development, Implementation and Maintenance Service

The issuing agency is seeking a qualified consultant to design, develop, implement, and maintain a comprehensive Expense Management System (EMS). This project aims to solve the need for streamlined, policy-compliant management of employee expenses, vendor invoices, event-related expenses, and corporate card reconciliation processes across the organization. The agency requires a configurable, scalable, and user-friendly solution that aligns with modern UX/UI standards, modular architecture principles, and strict governance and reporting requirements. The scope of work covers all phases of the project lifecycle, including requirement finalization, solution design, system configuration, development, integration, testing, deployment, training, knowledge transfer, and post-implementation support. The system must support workflow-based processing for expense capture, validation, approvals, reconciliation, document management, and reporting. Additionally, the consultant must integrate the EMS with existing software systems, specifically NetSuite for financial management, Kofax for vendor management, corporate card platforms, and Power BI for reporting and analytics. Eligibility is strictly limited to onshore, United Kingdom organizations. The agency requires the performance of all work to be conducted offsite.
