Children’s Treatment Services

The Children’s Division in Jefferson, Missouri is seeking a vendor to provide specialized children’s treatment services. The agency needs to address serious behavioral concerns in children, including severe aggression and self-injury, that traditional therapeutic techniques have failed to resolve. The selected provider will conduct comprehensive assessments, create behavior support plans, and implement behavioral modification strategies to keep children in their foster, relative, adoptive, or guardianship homes. The requested scope of work includes conducting assessments that gather social and biographical information, direct observations, and data from specifically administered tests. These assessments require at least one face-to-face diagnostic interview between the therapist and the client, which may occur via tele-mental health or other technology. The agency also requires Psycho-Sexual Evaluations, which are generally court-ordered for adult or juvenile sex offenders to determine recidivism risk, interventions, specific risk factors, and the client's willingness to participate in treatment. The provider must utilize specific evaluation tools such as the Rapid Risk Assessment for Sexual Offense Recidivism, the Psychopathy Checklist-Revised, the Sex Offender Treatment Needs and Progress Scale, the Child and Adolescent Needs and Strengths-Sexual Development, and the Psychopathy Checklist Youth Version. The scope also covers developing coping strategies, teaching and modeling behavioral modification techniques to families, and fostering appropriate communication skills between children and their parents or guardians. Eligible bidders must perform all work offsite and within the United States. The agency is establishing a contract period of one year. The agency has not disclosed a set budget and is currently looking for proposals to determine the cost of these services.
