Supported Education Services

The government authority located in Hartford, Connecticut is seeking a vendor to provide Supported Education services for adults with mental health disorders or co-occurring mental health and substance use disorders. The agency is trying to bridge the gap between mental health recovery and academic achievement while promoting economic self-sufficiency and equitable access to culturally responsive support. This initiative aims to assist individuals in pursuing educational goals, increasing access to postsecondary education and vocational training, and supporting individual recovery goals. The scope of work covers integrating mental health recovery principles with academic goal setting, skill building, benefits counseling, care coordination, and individualized supports. The selected vendor must provide academic and career counseling, coordinate tutorial services, instruct on studying skills, and connect participants to other academic resources. Additionally, the project requires providing aptitude and achievement testing to assist in planning services and supports. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is looking for proposal submissions to determine the budget. The agency is establishing a contract period that will run for three years. A pre-bid meeting is scheduled for June 4, 2026.
