Children’s Treatment Services

The Children’s Division in Jefferson, Missouri is seeking a vendor to provide specialized children’s treatment services. The agency needs to address serious behavioral concerns in children, including severe aggression and self-injury, that traditional therapeutic techniques have failed to resolve. The selected vendor will perform all work offsite within the United States. The scope of work requires conducting comprehensive assessments that incorporate social and biographical information, direct observations, and data from specifically administered tests. These assessments must include at least one face-to-face diagnostic interview between the therapist and the client, which may utilize tele-mental health or other technology. For court-ordered Psycho-Sexual Evaluations of adult or juvenile sex offenders, the provider must evaluate the risk of repeat behavior, identify specific risk factors, and determine the client's willingness to participate in recommended treatments. The provider must utilize specific assessment tools, including the Rapid Risk Assessment for Sexual Offense Recidivism, the Psychopathy Checklist-Revised, the Sex offender treatment needs and progress scale, the Child and Adolescent Needs and Strengths-Sexual Development, and the Psychopathy Checklist Youth Version. The agency also requires the development of behavior support plans based on data collection and analysis, as well as the implementation of behavioral modification strategies through teaching and modeling. Additionally, the services must focus on developing coping strategies to keep children in foster, relative, adoptive, or guardianship homes, and building appropriate communication skills between children and their parents or guardians. Bidders must be located onshore within the United States to be eligible for this opportunity. The agency is looking for proposal submissions to determine the budget for these services. The resulting contract will cover a performance period of one year.
