Medical Third-Party Administration Services

The agency is seeking a vendor to provide medical third-party administration services for non-Medicare medical insurance and Medicare Supplement insurance. The non-Medicare coverage carries an anticipated effective date of July 1, 2027, while the Medicare Supplement insurance must begin by January 1, 2028. The requested Medicare Supplement plan must duplicate the current plan in full without any deviations. The scope of work includes providing supplemental coverage to Medicare-eligible retirees and their dependents. The agency expects the administrator to include innovative healthcare organizations that offer solutions for primary care, behavioral health, metabolic and weight management, and care navigation. The project also requires measurable workforce wellness and assessment capabilities alongside a secure member-facing web portal for enrollment and account management. The selected provider must support the agency in communicating program details to all eligible employees and retirees. Eligibility is restricted to onshore organizations based in the United States. All work will be performed offsite, and the agency accepts digital submissions via email or an online portal. Interested parties must submit an Intent to Submit Proposal by May 27, 2026. A mandatory pre-proposal virtual meeting is scheduled for May 29, 2026. All formal questions regarding the solicitation must be submitted no later than June 1, 2026. The agency is currently looking for proposals to determine the budget for these services.
