RFI for Conditional Release Program Sexually Violent Predator Housing Assessment Services

The California Department of State Hospitals is seeking information from vendors to provide housing assessment services for the sexually violent predator conditional release program. The agency requires these assessments to be conducted either by county, by region, or on a statewide basis. The selected provider must evaluate potential housing locations based on statutory requirements, established guidelines, and provided leads. The scope of work covers evaluating proximity restrictions established by law and assessing the accessibility of basic needs and services in relation to each property. The agency requires evaluations of cellular and GPS signal strength, property line of sight to adjacent structures, code compliance, and the overall condition of the housing structure. Aspects of these housing assessment requirements may change depending on the specific circumstances of each case. Eligible organizations must be located onshore within the United States. The agency expects the performance of the work to occur offsite. The agency is currently looking for proposals to determine budget parameters, and all questions regarding this request must be submitted no later than May 18, 2026.
