Financial Advisory Services

The New York State government authority is seeking financial advisory services to support its financing programs and debt portfolio management. The agency intends to award two contracts, selecting the highest composite scorer as the Primary Consultant and the next highest composite scorer as the Secondary Consultant. The selected consultants will provide technical assistance, guidance, and advice on the State's financing programs, and perform other assignments as requested. The scope of work covers analyzing the existing portfolio of State-supported debt to evaluate refunding opportunities and developing strategic approaches to issue these refundings alongside new money issuance needs. The consultants must monitor market conditions for potential issues or adverse changes affecting the debt portfolio and annual debt service budget, and they must review and evaluate various financing proposals from underwriters and the financial community. Additional duties include evaluating the risk and value of variable rate and swap instruments, analyzing debt practices and capacity at other State public authorities through revenue and expense modeling, and preparing analyses to evaluate the performance and selection of underwriters for State bond transactions. Eligible bidders must be onshore organizations located in the United States. The agency requires the performance of the work to be conducted offsite. The contract period will span five years, and the agency is currently looking for proposals to determine the budget.
