Third Party Administrator Services for Workers’ Compensation Claims

The County is seeking a third-party administrator to manage its self-insured workers' compensation program, which includes determining claim qualifications, processing all required payments, and generating reports. The selected administrator must handle day-to-day management of all open claims and assume adjusting responsibility for outstanding claims, working cooperatively with the Department of Finance, Risk Management Division staff, attorneys, and actuaries. To ensure thorough investigations and timely communication, the administrator must maintain a reasonable pending claim volume per adjuster. The scope of work requires receiving claims twenty-four hours a day, seven days a week, via fax, email, or other electronic means, as well as providing telephonic claim reporting seven days a week. The administrator must send a claim acknowledgement to the employee and the County within twenty-four hours of receipt, containing the claim number, telephone number, and identity of the handler. Additionally, the agency requires case management services, pre-settlement evaluations, Medicare Set Asides upon request, and detailed case synopses with settlement recommendations and financial breakdowns. The agency requires twenty-four-hour online access to a real-time claims system showing open and closed claims, adjuster notes, and communication options for County personnel. Eligibility is restricted to onshore organizations based in the United States, and the work will be performed offsite.
