COBRA, FSA, and HSA Administration Services

The County is seeking a vendor to provide Consolidated Omnibus Budget Reconciliation Act (COBRA), Flexible Spending Account (FSA), and Health Savings Account (HSA) administration services. The agency needs a partner to manage the day-to-day operations of these benefit programs while ensuring full compliance with plan rules and IRS regulations. The selected vendor must also keep the County informed of any legal, regulatory, or procedural changes affecting the administered plans. The scope of work for FSA and HSA administration includes performing discrimination testing, processing participant reimbursement requests, and distributing periodic employee statements. The vendor must provide online web tools for enrollment, account balances, and expense documentation submission, alongside fax and email capabilities. Required services also cover attending initial transition meetings, handling open enrollment packages, and processing daily transit claim reimbursements via check or direct deposit. For COBRA administration, the agency requires the distribution of initial COBRA notices, election notices, enrollment applications, and coupon books or billing statements. The vendor must handle premium collection, tracking, and ACH premium deductions, as well as mail annual enrollment rate changes and termination letters. General administration duties require the vendor to provide ready-to-print employee communication materials, such as benefit booklets and newsletters, and to host interactive web information. Eligibility is limited to onshore organizations based in the United States. The vendor must perform all work offsite at their own office premises. The County is currently looking for proposals to determine the budget for these services. Bidders must submit all questions regarding this opportunity no later than May 18, 2026.
