RFI for English Language Proficiency Assessment Program Service

The Indiana Department of Education in Indianapolis is seeking information to identify an English language proficiency assessment program service to support its statewide assessment of English learners. The agency needs a comprehensive program that includes placement and annual summative assessments for both general education students and students with significant cognitive disabilities. This initiative aims to solve the challenge of accurately measuring and supporting the language development of diverse student populations across the state. The scope of work covers providing general assessments and corresponding alternate placement and annual assessments that align to an identified set of English Language Development standards. The agency requires a program that includes a comprehensive set of standards for state review, augmentation, and adoption, along with training and resources to support educator implementation. Additionally, the requested service must feature an online delivery platform, sample test items, and online test practice. Eligible respondents must be onshore organizations based in the United States. The performance of the work may occur onsite in Indianapolis or offsite. The agency is currently looking for proposals to determine budget parameters, and interested parties must submit all questions regarding this request no later than May 29, 2026.
