Illicit Drug Sampling and Decontamination Services

Snohomish County in Everett, Washington is seeking a vendor to provide illicit drug sampling and decontamination services. The agency needs to address potential contamination in its facilities through both scheduled preventative measures and on-call response services. The contract term will span three years. The scope of work requires mandatory annual testing of individual short-term housing units and unsecured shared common areas, including bathrooms, laundry areas, and lobbies. This annual testing must screen for methamphetamine at a minimum, with the county reserving the right to request testing for additional substances. The selected vendor must coordinate and schedule these annual testing activities directly with county employees. For the on-call portion of the contract, the vendor must perform surface sampling of affected areas and conduct laboratory analysis of the collected samples. The agency requires written reports documenting all findings and recommendations resulting from these tests. When contamination is identified, the vendor must establish containment measures to prevent the spread of the substances. Decontamination services must cover surfaces, equipment, and materials. The agency requires the protection of adjacent areas, building systems, building materials, furniture, fixtures, equipment, and possessions during the decontamination process. All performed work under this contract will take place offsite. Only onshore organizations based in the United States are eligible to bid on this opportunity. The county is currently looking for proposals to determine the budget and pricing structure for these services. Bidders must submit all questions regarding this opportunity no later than June 1, 2026.
