Financial Advisor and Arbitrage Services

The City of Fernandina Beach, Florida is seeking a vendor to provide financial advisor and arbitrage services. The city needs to develop, implement, and maintain strategies to meet its capital financing needs while ensuring compliance with federal tax code rebate and yield restriction requirements. The selected provider will evaluate all of the city's debt subject to the tax code to ensure both arbitrage rebate and yield restriction requirements are satisfied. The financial advisor scope of work includes reviewing the city's existing debt structure and financial resources to determine available borrowing capacity and refinancing opportunities. The advisor must recommend appropriate financial structures for proposed projects, prepare and present workshops on financial matters, and assist in preparing cash flow forecasts for proposed issues. Additionally, the advisor must demonstrate experience in preparing and marketing debt issues. The arbitrage services scope of work requires a comprehensive review of each debt issuance to determine if arbitrage rebate and yield restriction calculations are required and to establish due dates for future calculations. The provider must review past completed arbitrage rebate calculations, incorporate those findings into an analysis, and resolve any arbitrage-related issues. The contract period for these services will be five years. Eligible bidders must be onshore organizations based in the United States. The city allows the performance of the work to be conducted offsite. Bidders must submit their responses digitally via email or online, and the city is currently looking for proposals to determine the budget.
