ArcGIS Enterprise Cloud, Minimum Viable Product Services

The agency is seeking a vendor to establish an ArcGIS Enterprise cloud instance and develop a Minimum Viable Product pilot driven by emergency use cases. This initiative supports the ongoing Teams Common Operating Picture project, which centralizes communication, situational awareness, file storage, and data sharing during Incident Command System emergency responses. The agency requires these services to enhance its coordination of emergency preparedness planning, training, and incident response evaluation with community, city, state, and federal partners. The scope of work involves providing the cloud infrastructure and the initial pilot services necessary for the Minimum Viable Product. All performance of the work will occur offsite. The agency is looking for proposals to determine the budget for this project. Eligibility is limited to onshore United States organizations. Bidders must submit all questions regarding the solicitation no later than June 8, 2026. The agency accepts responses submitted digitally via email or through an online portal.
