Developer Led Public-Private Partnership Service

The City of Portland, Texas, is seeking a single, fully integrated developer to deliver a complete water supply solution through a long-term public-private partnership. The agency needs to develop, finance, design, construct, operate, and maintain a brackish groundwater desalination facility. This project aims to secure a reliable water source under a Design-Build-Finance-Operate-Maintain structure, which the agency will contract under a long-term, take-or-pay agreement. The selected developer must finance, design, construct, own, operate, and maintain the facility on the city-provided site and any additional developer-owned or leased property. Eligible bidders must be onshore organizations based entirely in the United States. The agency requires all project work and performance to occur onsite at the designated locations in Portland, Texas. The agency is currently looking for proposals to determine the budget and financial structure of the partnership. Bidders must submit all questions regarding this opportunity no later than June 16, 2026.
