Geotechnical and Special Inspection Services

The City of Escondido, California, is seeking a qualified vendor to provide geotechnical and special inspection services for Utilities Capital Improvement Projects on an as-needed basis. The agency requires these services to ensure construction quality, verify material compliance, and address unexpected on-site soil conditions during utility infrastructure projects. The selected provider will assist the agency by offering field recommendations, attending construction meetings, and coordinating schedules with the agency's construction management representative. The scope of work covers geotechnical engineering support during construction, including responding to Requests for Information and performing special inspections for reinforced concrete structures. Specific inspection tasks include verifying the size and placement of rebar within falsework shoring systems, checking the positioning of structural embedment, and sampling and testing materials during cast-in-place concrete placements. The provider must also inspect trench backfill operations and perform compaction testing during pipeline construction and site grading, which includes laboratory testing of imported material, concrete cylinder testing, proctor tests, and aggregate base conformance testing for both Portland concrete and asphalt concrete paving. The agency requires the provider to deliver daily reports summarizing compaction data and construction observations, and to submit all field and laboratory test reports to the construction management representative. The provider must promptly inform the agency of any deficiencies, unsuitable soil conditions, or discrepancies that could affect construction or help mitigate potential claims. To be eligible for this opportunity, the bidding organization must be located within the United States, and all contracted work must be performed on-site in Escondido.
