Fiscal Administrator Services

The City of Raleigh, North Carolina, is seeking a fiscal administrator to support its Tenant-Based Rental Assistance program. This nationally recognized, evidence-based intervention helps households obtain and maintain stable housing by providing short- to medium-term rental assistance paired with supportive services. The program aims to prevent homelessness for households at imminent risk of losing housing and to rapidly rehouse individuals and families who are currently experiencing homelessness. The selected administrator must establish payment distribution mechanisms and prepare the participant enrollment process. The scope of work also requires training case managers on the enrollment process and financial products. Additionally, the administrator must collect, aggregate, and anonymize participant rental assistance payment data, then transfer this data to the City or its approved designee. The agency requires an administrator that can demonstrate the operational capacity to scale program administration rapidly if additional funding becomes available. Only onshore organizations based in the United States are eligible to apply for this opportunity. The performance of all contracted work will take place offsite, and the agency is currently looking for budget proposals to determine the cost of these services.
