Portfolio Management Support Service

The government authority located in Scott, Illinois, is seeking a contractor to provide portfolio management support services. The agency needs to assist capability owners and information technology managers during policy assessment, capability performance assessment, capital planning and investment, and electronic governance management. The scope of work also covers Clinger-Cohen Act compliance assessment, investment process governance, compliance performance audits and assessments, information systems process improvement, project management, information technology strategic planning, technology assessments, cybersecurity documentation development, and portfolio management. The agency requires the generation of weekly and monthly Cybersecurity Compliance Scorecards to inform leadership of the real-time cybersecurity posture of Programs of Record. Without these services, the agency faces a disruption that would blind leadership to current vulnerabilities and directly violate the Federal Information Security Management Act requirements for continuous monitoring. A lack of support would also result in a capital planning and investment control failure, a halt to the requirements management process, and a loss of portfolio optimization. Bidders must perform all work offsite and within the United States. The agency is requesting proposals to determine the budget for this initiative. The contract period will run for one year.
