The City of Johnson City, Tennessee is seeking a qualified financial institution to provide comprehensive banking services. The agency requires a partner to manage operating accounts, student services, and specialized financial technology, alongside the maintenance of master zero-balance accounts, accounts payable, payroll, and auxiliary enterprise accounts. To ensure secure and efficient operations, the selected provider must deliver daily electronic reporting of balances and transactions, automated clearing house services, and wire transfer capabilities. The scope of work also demands the implementation of robust security measures to protect public funds. The agency requires Positive Pay services for check fraud protection, automated clearing house debit blocks, and multi-level user authentication for online banking systems. All contracted services will be performed offsite at the provider's facilities over a contract term of five years. Eligible bidders must be onshore organizations located within the United States. The agency is currently looking for proposals to determine the budget and pricing structure for these services.
