Purchasing Card Services

The City of Carlsbad, New Mexico, is seeking a qualified vendor to provide comprehensive purchasing card services for the local government authority. The agency requires a robust program that includes immediate card number generation, online activation, chip cards with EMV protection, and flexible card delivery and re-issuance timeframes. The selected provider must deliver administrative controls for card cancellation, temporary locks, real-time account closure, and electronic adjustments to transaction and monthly limits. The scope of work covers detailed security features, fraud detection, and clear procedures for handling disputes and chargebacks. The agency requires flexible billing statement methods, automatic expense allocation, and a defined rebate structure, including speed of pay incentives and minimum annual purchase requirements. Additionally, the system must support robust data reporting capabilities, allowing the agency to download transactions into Excel and generate specific reports for transaction details, declines, authorizations, and cardholder status. Eligible bidders must be onshore organizations located within the United States. The selected vendor will perform all work offsite at their own office location. The agency is currently looking for proposals to determine the budget and costs associated with the start-up and maintenance of the program.
