Regional Transit Study Services

The Western Connecticut planning region agency is seeking a vendor to provide comprehensive regional transit study services. The agency needs to analyze and improve its transit network, which includes connections to rail, intercity bus, commuter shuttles, paratransit, human service transportation, private shuttles, and adjoining transit systems. This study will address route alignments, service spans, frequencies, headways, transfer points, major stops, and existing hubs. The selected vendor will evaluate on-time performance, travel time, reliability, ridership patterns, post-COVID trends, and service productivity. The scope of work also requires analyzing coverage within the Western Connecticut Planning Region, current capital plans, and operating budgets for each transit provider. Additionally, the agency requires an Origin-Destination Matrix and Travel Market Analysis to identify major transit markets, transfer patterns, regional trip flows, and underserved corridors. The project involves developing improvement concepts, screening service alternatives, and creating scenario developments, including a revenue-neutral and no-regards improvement track. Eligible bidders must be onshore United States organizations only. The agency requires all work to be performed offsite at the vendor's own office location. The agency is currently looking for proposals to determine the budget for this project. A pre-bid meeting will take place on June 16, 2026. Bidders must submit all questions regarding this opportunity no later than June 19, 2026.
