Medical Benefit Plans and Services

A government authority located in Stockton, California is seeking medical benefit plans and services for its active employees and retirees. The selected contractor must establish and maintain a local account team and call center to service the needs of agency staff and eligible participants. The agency requires the contractor to provide written notification of the names, titles, work addresses, email addresses, telephone numbers, and areas of responsibility for all authorized representatives. The scope of work includes processing enrollments, cancellations, and terminations. The contractor must provide staff and written informational materials for training sessions, benefit fairs, and informational meetings. Additionally, the agency requires monthly operation reports, quarterly performance standard reports in hard copy and electronic formats, and an annual plan performance report with the incurred and paid account report within one hundred twenty days after each contract year. The contractor must submit recommendations to improve plan design or administration and provide reports containing information on all claims received or processed during specified periods. The agency requires the contractor to maintain HIPAA-compliant hardware, software, and systems capable of receiving electronic data transmissions regarding enrollments, changes, premiums, and other contract matters. All work must be performed onsite. Only onshore organizations based in the United States are eligible to bid. The contract period will span three years, and the agency is currently looking for budget proposals. A non-mandatory pre-bid meeting will take place on June 3, 2026. Bidders must submit all questions no later than June 5, 2026.
