Medical Contract Monitoring Services

The Western Virginia Regional Jail Authority in Roanoke, Virginia is seeking medical contract monitoring services to ensure its medical contractor provides all clinically necessary medical, dental, and psychiatric services to inmates. The agency requires the monitoring vendor to ensure these services are delivered principally on-site as effectively and efficiently as possible. The selected vendor will help the agency oversee contractor performance, limit outside services, and identify areas of concern requiring greater attention. The scope of work requires the vendor to conduct at least one on-site visit per month to attend medical advisory committee and continuous quality improvement meetings and to perform operational compliance audits. The vendor must provide regular communications, including conversations, emails, and monthly written reports to the superintendent or his designee detailing the contractor's general performance. Additionally, the vendor must perform monthly audits of utilization reviews for outside hospitalizations, emergency room visits, specialty care, and outside care provided to per-diem inmates to ensure proper authorization and reimbursability. The vendor must also conduct a monthly review of all staff incidents involving medication errors and other related incidents to identify trends and potential litigation. Eligibility rules require that the vendor perform the work on-site and be located onshore within the United States. The agency is issuing this solicitation to receive proposals, and the resulting contract will have a duration of one year. A mandatory pre-bid conference is scheduled for June 04, 2026.
