Utility Billing Platform

The agency is seeking a utility billing platform to replace its legacy utility billing system, associated business processes, and supporting integrations. The current system has been in place for several decades, features a high degree of customization, and relies on externally provided consumption data alongside a combination of automated and manual processes. The selected vendor must handle solution design, configuration, implementation, and planning-level data migration from legacy systems, including data validation, reconciliation, and auditability. The scope of work requires the design and implementation of data ingestion processes to support multiple external data sources with varying formats, structures, and units of measure. The agency requires integration with internal and external systems, including general ledger systems, payment processing platforms, geographic information systems, and other relevant interfaces. The project also covers business process alignment, workflow modernization, comprehensive system testing, training for end users and administrators, go-live planning, and post-implementation support. The agency requires robust reporting capabilities, including the ability to design, generate, and maintain reports internally, with critical existing reports validated and available at or before system go-live. Bidders must be onshore organizations based in the United States, and the performance of the work must occur offsite at the vendor's office location. The agency is looking for proposals to determine the budget, and all questions regarding this opportunity must be submitted no later than June 19, 2026.
