Electronic Payment Processing Services

Snohomish County is seeking a modern electronic payment processing system that seamlessly integrates with Oracle Fusion and other existing county software programs. The system must support bidirectional integrations with third-party vendors and provide merchant, settlement, and daily fund deposit services. The county requires a solution that integrates specifically with Oracle Cloud Fusion ERP, supporting seamless interoperability with the Accounts Receivable and Cash Management modules. The requested system must accept and process payments through all major payment processing channels, including electronic checks and mobile wallets or near-field communication such as Apple Pay and Google Pay. The county requires an administrative feature within the tool that allows the addition of new products and services to the payment processing system as needed. The contractor must provide payers with continuous access to electronic payment options and networks at a rate equal to or exceeding 99.999 percent for a single day over a thirty contiguous day period. Eligible bidders must be onshore organizations based in the United States. The county will allow the performance of the work to be conducted offsite. Bidders must submit proposals digitally via email or online, and the county is currently looking for proposals to determine the budget. The contract period will span five years.
