Delinquent Municipal Court Costs, Fines and Fees Collection Services

The City of Weslaco, Texas, is seeking a qualified vendor to provide collection services for delinquent municipal court costs, fines, fees, restitution, forfeitures, and other referred debts. The agency needs to resolve outstanding court liabilities while ensuring all collection activities comply with applicable statutes and rules. To achieve this, the selected provider must process referred accounts, securely store data, and conduct collection contacts via telephone, mail, electronic means, and lawful in-person methods. The scope of work requires the provider to locate and skip-trace delinquent debtors using lawful sources. The provider must also coordinate closely with municipal court staff regarding warrants, amnesty programs, payment plans, indigency determinations, community service, and case dismissals. Additionally, the agency requires monthly written reports to the municipal court clerk and finance director detailing referred accounts, collections received, fees assessed and earned, and status changes. Bidders must maintain accurate, auditable records of all collection activities, payments received, fees assessed, and amounts remitted, while adhering to all data security, confidentiality, and records-retention practices. Eligibility is restricted to onshore organizations based in the United States. The performance of the work may occur onsite or offsite, and bidders can submit their responses digitally via email or online. The agency is looking for proposals to determine the budget for this initiative. The contract period will span one year. The agency will host a pre-proposal conference on June 4, 2026, and bidders must submit all questions no later than June 12, 2026.
