Tactical Emergency Casualty Care Training Service

The government authority in Juneau, Alaska is seeking a vendor to provide tactical emergency casualty care training services. The agency needs to solve the problem of integrating fire and emergency medical services with law enforcement operations during high-threat incidents. The requested scope of work covers the delivery of two separate, two-day Tactical Emergency Casualty Care courses, each consisting of approximately sixteen instructional hours, for a total of thirty-two instructional hours. Following the courses, the agency requires a multi-agency large-scale training scenario and structured debrief conducted in conjunction with law enforcement partners. Each course must include classroom-based didactic instruction, hands-on skills stations, scenario-based practical exercises, student evaluation and feedback, and course completion documentation. The training content must cover tactical emergency casualty care principles, airway management in tactical environments, recognition and treatment of tension pneumothorax, hypothermia prevention, casualty movement, scene safety, and scenario-based training emphasizing interagency coordination. Instruction must address the specific phases of care including Care Under Threat, Tactical Field Care, and Tactical Evacuation Care. Hemorrhage control training must specifically cover tourniquet application, wound packing, and pressure dressings. Bidders must perform all of the work onsite in Juneau, Alaska. Eligibility is restricted to onshore organizations based in the United States of America. The agency is looking for proposals to determine the budget for this procurement.
