Workplace Training Opportunities Pilot Services

The Washington State Department of Labor and Industries in Olympia, Washington is seeking a vendor to establish and execute employer-based workplace training plans for injured workers receiving vocational rehabilitation services. The agency is attempting to solve the challenge of placing these injured workers into supportive work-based learning environments, such as on-the-job training, work experience, internships, or transitional jobs. To achieve this, the agency requires a partner with an existing employer network and the administrative systems necessary to serve as the employer of record for these placements. The scope of work requires the selected vendor to establish training goals, track progress, and report performance measures throughout the duration of the work-based learning placements. Additionally, the vendor must possess the accounting capability to directly pay wages and benefits to the participating trainees. The agency is issuing a one-year contract for these pilot services, and all performance of the work must occur onsite within the United States. Bidders must submit all clarifying questions no later than June 15, 2026. The agency allows digital submissions of the final proposal via email or an online portal. While the agency has not disclosed a specific budget limit, it is requesting detailed cost proposals from bidders to evaluate the financial viability of the submissions.
