The government authority located in Utah is seeking professional district manager services for the operation, administration, regulatory compliance, financial oversight, maintenance coordination, and management of the district's utility systems and related public infrastructure. The agency needs to solve the problem of ongoing daily oversight, monitoring, and coordination of its generators, electric distribution systems, water systems, wastewater systems, fuel systems, and related utility infrastructure. The selected partner will coordinate inspections, maintenance, repairs, troubleshooting, and contractor services for utility systems and district facilities. The scope of work covers monitoring generators, power plant systems, SCADA systems, wells, pumps, tanks, transformers, switchgear, fuel systems, and related infrastructure. The agency requires coordination of routine and emergency operational responses involving electric, water, wastewater, fuel, and solid waste systems. Additionally, the service provider must assist in developing preventive maintenance programs, monitoring utility system performance, and identifying operational deficiencies or infrastructure needs. Fieldwork duties include coordinating utility infrastructure inspections for water systems, sewer systems, transformers, hydrants, valves, power distribution systems, and associated facilities, as well as overseeing specialty contractor services. Administrative duties involve budgeting, financial reporting, billing issue coordination, forecasting, audits, and operational expenditure oversight. The agency also requires the preparation of annual budgets, capital improvement plans, long-term infrastructure forecasts, financial statements, and operational reports, alongside coordination with auditors, accountants, engineers, attorneys, and consultants. Bidders must perform all work onsite and must be located onshore within the United States. The agency allows digital submission of responses via email or online.
