The scope of work requires the vendor to receive electronic billing data in real time, verify insurance eligibility using commercial databases prior to claim submission, and file primary Medicare and Medicaid claims electronically. To prevent unnecessary claim denials, the vendor must pre-screen all claims to confirm compliance with guarantor guidelines, including physician certification statements, assignment of benefit signature forms, and medical necessity documentation. The vendor must also participate in the county's annual fiscal year audit in a timely manner and provide the agency with real-time access to patient account status, filing dates, and insurance payment data through an online portal. Eligibility rules dictate that all aspects of the vendor's operations, including billing, reporting, technology services, compliance functions, customer service, and client support, must be performed offsite within the continental United States.
