The Lincoln County government authority in Lincolnton, North Carolina is seeking professional transportation engineering services to prepare traffic impact analyses and related traffic engineering services. The authority requires timely and cost-effective support to evaluate the traffic impacts of proposed developments within the county. The selected provider will assist county staff in managing development-related traffic concerns through professional engineering evaluation. The scope of work covers pre-scoping and coordination, data collection and analysis, and capacity and operations analysis. Specifically, the provider must review pre-application or pre-scoping documentation submitted by applicants or county staff. The provider must collect traffic data, including turning movement counts, twenty-four-hour volume counts, and other data required to characterize existing conditions within the study area. Additionally, the provider must apply appropriate pass-by, internal capture, and modal reduction adjustments where supported, and perform queuing analysis to evaluate storage and turn lane adequacy at affected intersections and access points. Eligible bidders must be onshore organizations based in the United States. The authority requires all performance of the work to be conducted offsite. The authority has not disclosed a specific budget and is looking for proposals to determine the cost of these services.
