The selected advisor will guide the municipality through all city debt issuances and actively monitor potential debt refundings. The agency needs assistance with organizing financing teams, selecting bond attorneys, and developing detailed schedules for all participants. The scope of work requires the vendor to update municipal information in official statements and prepare materials for rating agency presentations. For competitive bid sales, the advisor will perform bond resizing on winning bids to adjust for premiums or other variables. Additionally, the agency requires the development of financial and debt models to analyze bond issuance capacity and the tax rate impacts of new debt. Eligibility is strictly limited to United States organizations. The agency permits the selected vendor to perform all work offsite.
