Utility Revenue Requirements Expert Service

The Ohio Consumers' Counsel, located in Columbus, Ohio, is seeking an independent contractor to provide utility revenue requirements expert technical assistance. The agency needs to determine the appropriate revenue requirement, specifically focusing on rate base, operating income, and overall revenue requirements. The selected contractor will assume full responsibility for reviewing, analyzing, and evaluating all materials filed by the utility and other parties in the proceeding. The scope of work requires a comprehensive review, analysis, and critique of the utility's proposed multi-year revenue requirement, including its application, work papers, and supporting testimonies. The contractor must prepare discovery materials, such as interrogatories and requests for production of documents. Additionally, the contractor must prepare and present testimony that includes the appropriate rate base, operating income, revenue requirement, and supporting schedules. Eligible bidders must be onshore independent contractors located within the United States. The agency requires all performance of the work to occur offsite. The contract period will span one year, and the agency is currently looking for budget proposals to determine the cost of these services.
