Rate Return Expert Service

The Ohio Consumers' Counsel, located in Columbus, Ohio, requires a rate return expert to provide independent contractor services. The agency is seeking an expert to conduct a comprehensive review, analysis, and evaluation of all materials filed in a utility rate case. The selected contractor will analyze and critique the utility's proposed rate of return and capital structure for each year of a multi-year period, including the application, work papers, and supporting testimonies. The scope of work includes preparing discovery requests, such as interrogatories and requests for production of documents. The contractor must review responses to all parties' rate of return discovery and assist the agency in preparing responses to discovery requests served upon them by other parties. The agency requires all performance of the work to be conducted offsite over a contract period of one year. Eligible bidders must be onshore entities located within the United States. The agency is looking for proposals to determine the budget for this project. Bidders must submit all questions regarding this opportunity no later than June 8, 2026.
