Revenue Allocation, Rate Design and Bill Impacts Expert Cost Service

The agency is seeking an independent contractor to provide revenue allocation, rate design, and bill impacts expert cost services for an ongoing proceeding. The selected contractor will analyze and evaluate the cost-of-service studies presented in the proceeding and propose alternative cost-of-service studies, revenue allocations, and rate design results for residential customers over a multi-year period. Additionally, the contractor will calculate the bill impacts on residential customers for various rate design proposals. The scope of work requires a comprehensive review, analysis, and critique of the utility's proposed cost-of-service study, revenue allocation, and rate design for the multi-year period, which includes examining the utility's application, schedules, work papers, and supporting testimonies. The contractor will also provide technical support during the discovery process. This support includes preparing interrogatories and requests for production of documents, reviewing discovery responses, attending depositions as required by the agency lead attorney, and giving deposition testimony when necessary. Eligible bidders must be located onshore within the United States, and the performance of all work will take place offsite. The contract period will span one year. The agency is looking for budget proposals from bidders, and all questions regarding this opportunity must be submitted no later than June 8, 2026.
