Homeless Management Information System (HMIS) and Data Consultant Service

The agency is seeking a consultant to provide comprehensive technical assistance for its Homeless Management Information System (HMIS) and overall data management strategy. This engagement focuses on enhancing HMIS implementation effectiveness, improving data quality, and ensuring accurate reporting to HUD and other entities. The project aims to maintain system oversight and leverage data to inform planning, performance evaluation, and funding efforts. The scope of work covers HMIS data standards and privacy compliance, including the implementation of HUD-issued updates and recommendations. The consultant provides ongoing, regularly scheduled data quality monitoring for all HMIS-participating programs. Additionally, the agency requires ad-hoc data and performance outcome support to address time-sensitive or non-routine data requests. Eligibility is restricted to onshore organizations based in the United States. The performance of work may occur either onsite or offsite depending on the specific task requirements. The agency is currently looking for proposals to determine the budget for this one-year contract period. All questions regarding this opportunity must be submitted no later than June 18, 2026.
