Asset Management Plan Development Service

The government authority in Manitoba is seeking a vendor to develop a practical, sustainable, and compliant Asset Management Plan (AMP). The agency needs to establish an asset inventory aligned with best practices, assess asset condition and performance, and develop lifecycle management and risk strategies. This project aims to provide the tools, framework, training, and documentation required to support informed infrastructure investment decisions and create an implementable AMP. The scope of work covers collecting and documenting vital data attributes for each asset segment, including physical location, age, material, historical maintenance, and current replacement value. The selected vendor must assist in defining levels of service for key asset classes and propose performance indicators for monitoring and reporting. Additionally, the project requires drafting or updating the agency's Asset Management Policy and Strategy. Eligible bidders must be onshore Canadian organizations. The agency requires the performance of the work to be conducted offsite. Bidders must submit any questions regarding this opportunity no later than June 26, 2026.
