Traffic and Transportation Engineering Services

The Howard County government authority in Columbia, Maryland is seeking traffic and transportation engineering services on an as-needed basis. The agency needs to design infrastructure consistent with the County Complete Streets Policy, including shared-use paths, bicycle lanes, sidewalk connections, and pedestrian crossing improvements. To advance these objectives, the agency requires the design, analysis, and evaluation of traffic calming measures such as speed humps, raised crosswalks, chicanes, curb extensions, and mountable truck aprons. The scope of work also includes conducting before-and-after construction analyses to document operational, safety, and multimodal performance. The selected partner must perform traffic engineering studies, including signal and stop sign warrant analyses, roundabout analyses, parking evaluations, and intersection level of service analyses. Additionally, the agency requires data collection activities such as speed studies, vehicle volume and classification counts, bicycle and pedestrian volume counts, and peak-hour turning movement counts. Eligibility is restricted to onshore organizations based in the United States. The agency requires the selected contractor to perform all work onsite in Columbia, Maryland. Bidders must submit their proposals digitally via email or through the online portal, and the agency is currently looking for proposals to establish the budget. The agency will hold a pre-bid meeting on June 17, 2026.
