Welding Training and Employment Services

The City of Philadelphia, through an agency located in York, Pennsylvania, is seeking a general consultant to design and deliver a comprehensive welding training and employment pathway for returning citizens. The agency is trying to solve the problem of limited access to safe, sustainable welding careers for individuals with criminal justice backgrounds during their critical re-entry and transition periods. The project covers participant engagement and enrollment, individualized case management, workforce navigation, and access to stabilization supports. The scope of work requires the provider to assess participants for welding readiness, physical capacity, and safety requirements while ensuring they begin training with strong soft skills, reliability, and career-focused mindsets. The provider must prepare participants for industry-recognized welding certification exams through skills assessments and mock testing, as well as cover or arrange testing logistics. Finally, the provider must guarantee job placement in unsubsidized employment for all participants who successfully complete the training and obtain their certifications. Eligible bidders must perform the work offsite and be located onshore within the United States. The contract period will run for one year. The agency has not disclosed a specific budget and is looking for proposals to define the cost.
