Enterprise Technology Platforms

The agency is seeking one or more integrated enterprise technology platforms to support core fire service operations, administration, and analytics. The service area encompasses a complex operational environment including dense urban neighborhoods, established residential communities, suburban developments, and wildland-urban interface areas. This procurement aims to resolve existing challenges related to limited system integration, inconsistent reporting, data reliability issues, duplicative manual work, and declining vendor responsiveness. The scope of work covers records management systems compatible with ePCR and NERIS standards, learning management, staffing and scheduling automation, and personnel and performance management. The agency also requires solutions for asset and inventory management, prevention and inspection workflows, and robust data analytics with user-accessible dashboarding. All platforms must provide high availability, security, and long-term scalability while improving usability for both administrative staff and field users. Bidders must demonstrate API-based integration capabilities to facilitate data exchange across systems and reduce duplicate data entry. The agency requires detailed evidence of integration history with public safety systems such as Payroll and GIS, along with sample API documentation outlining authentication methods, data structures, and endpoints. Submissions must also describe data exchange methods and provide performance benchmarks or API rate limits. Eligibility is restricted to onshore entities located within the United States. The agency expects the performance of all work to occur offsite. While the agency is looking for budget proposals to define costs, the initial contract period will span one year.
