Enhancing Sustainable Emergency Medical Services

The South Dakota government authority is seeking a vendor to enhance and transform its sustainable Emergency Medical Services (EMS). The agency is trying to solve challenges related to EMS system sustainability, workforce development, clinical quality, financial viability, community-based care models, and coordination across healthcare and public safety partners. The scope of work covers stakeholder coordination, workforce development and leadership, specialized equipment and technology integration, regional EMS coordination, shared resources, integrated dispatch systems, and clinical quality improvement with performance oversight. Eligible applicants must be onshore United States organizations with demonstrated experience, expertise, or operational responsibility in EMS, rural healthcare delivery, public safety, workforce development, healthcare technology integration, clinical quality improvement, or regional emergency response coordination. The agency requires the performance of all work to be conducted offsite. The agency has not disclosed a set budget and is looking for proposals to define the financial parameters of the project. The agency requires all questions regarding this opportunity to be submitted no later than June 15, 2026. Evaluation criteria will focus on the bidder's demonstrated expertise in the required EMS and healthcare fields alongside the proposed approach to the comprehensive system transformation.
