The scope of work requires prompt and accurate claims reimbursement turnaround, tracking, error resolution, and reporting for healthcare and dependent care claims. The selected vendor must process claims submitted via debit card, paper mail, fax, and an online portal. The agency also requires a toll-free call center with favorable hours, a member portal for account monitoring and direct deposit setup, and a client portal for administrative oversight and reporting. Additionally, the vendor must prepare utilization and accounting reports, perform non-discrimination testing, and conduct ongoing audits of debit card utilization to ensure compliance with eligible expense requirements. Bidders must be onshore organizations based in the United States. The performance of all contracted work will take place offsite. Bidders must submit their proposals digitally via email or through the designated online system. The agency is looking for budget proposals within the submitted bids rather than providing a pre-determined budget limit. Bidders must submit all clarifying questions no later than June 15, 2026.
