COBRA Services

The City of Alexandria is seeking a qualified vendor to provide comprehensive COBRA administrative services. The agency needs to manage medical, pharmacy, dental, and vision benefits, along with a health care flexible spending account, for approximately 7,320 employees and their eligible dependents. The selected administrator must resolve the challenge of managing complex regulatory requirements while maintaining high administrative accuracy and cost-effective outsourcing. The scope of work requires existing online transactional and reporting capabilities, with customizable reports that cover administrator performance indicators, employee utilization data, and selection data. The agency requires a flexible system capable of handling various premium structures with rate changes determined by the city, which may not align with standard COBRA timelines. Additionally, the administrator must implement all federal and state COBRA regulatory changes at no additional charge and manage all COBRA-related appeals, including eligibility disputes, coverage terminations, and premium payment issues. Eligibility is restricted to onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposal submissions to determine the budget and total cost of the outsourcing services. The evaluation criteria will focus on the total cost of the outsourcing services, the demonstrated accuracy of the administration, and the flexibility of the transactional system.
