Financing, Redevelopment and Operator Service

The City of El Paso, Texas, is seeking a vendor to provide financing, redevelopment, and operator services for a public/private project. The agency requires a partner capable of structuring and developing complex projects with a detailed understanding of new market tax credits. This initiative aims to establish a multi-party agreement where public and private entities share ownership, investment, risk, liability, and revenues. The selected partner must operate within the legal environment and regulations governing these complex multi-party agreements. The scope of work includes managing and operating a licensed and regulated childcare facility in compliance with Texas Health and Human Services Licensing and Texas Workforce Commission requirements. The agency also requires other expertise and experience that aligns with the overall objectives and elements of the project. Eligible bidders must be onshore organizations based in the United States. The agency allows the performance of the work to take place both onsite and offsite. Bidders must submit all questions regarding this opportunity no later than June 11, 2026.
