Insurance Archival and Policy Reconstruction Services

The Essex County government authority in New Jersey is seeking a consultant to locate, reconstruct, and analyze historical insurance policies and related documentation. The agency needs to recover lost or incomplete insurance coverage records from prior decades to establish historical coverage. This initiative will resolve the challenge of missing primary insurance documentation required for potential claims or legal matters. The selected consultant will conduct a systematic search for historical insurance policies, binders, declaration pages, and certificates of insurance through primary and secondary sources. These sources encompass former insurance carriers, brokers, reinsurers, third-party administrators, municipal and county records, state archives, underwriting files, claims files, and accounting records. The scope of work also requires reconstructing missing policies using secondary evidence such as specimen policies, industry-standard forms, broker correspondence, and premium audits. The consultant will assist the agency and its legal counsel in developing evidentiary support for insurance coverage claims, including affidavits, certifications, and expert reports suitable for litigation or negotiations. Additionally, the consultant must remain available to advise the agency and its attorneys on coverage issues, claims strategy, and historical insurance practices. The agency is contracting these services for a one-year period. Eligible bidders must perform all work onshore within the United States. The agency will permit the selected consultant to perform the work offsite. The agency is currently looking for proposals to determine the budget and has not disclosed a pre-set funding limit or specific evaluation criteria in the initial request.
