Electronic Payment Services

The City of Lawrence, Massachusetts requires a vendor to provide electronic payment services, specifically a web-based online bill payment and credit/debit card processing system. The system must feature automated transaction file import and download export capabilities that are compatible with the agency's existing processing setup. Additionally, the software must allow users to generate accounts receivable bills showing past-due amounts through a future date and enable payers to reprint bill copies in PDF format showing the address layout from the bulk mail software. The requested services must include a paperless billing election option for payers and allow them to set up automatic and scheduled payments through their accounts. The platform must also provide secure, online payment tracking for all transactions. The agency requires all performance of the work to occur offsite. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency is currently looking for proposals to determine the budget and pricing structure for these services.
