Ridership Program Consulting Services

The Orange County Transportation Authority in Orange, California is seeking ridership program consulting services to develop, implement, and fund transportation programs designed to improve mobility and air quality. The agency requires a consultant to provide employer transportation survey and Average Vehicle Ridership (AVR) analysis, reporting, and RideGuide production. The selected partner will implement an electronic survey process that eliminates paper surveys and data entry, saving time during the survey processing phase. The scope of work covers providing employer representatives with all necessary materials to conduct the annual survey and contacting them to discuss scheduling. The consultant must provide customer service support to assist employer representatives with any questions during the survey collection process. The resulting analysis and report must identify opportunities for alternative modes of transportation, including carpooling, vanpooling, bus and rail transit, bicycling, walking, telecommuting, and driving alone. Bidders must be onshore organizations based in the United States. The performance of the work can be conducted either onsite or offsite. The agency is looking for proposals to determine the budget, and the contract period will span two years. All questions regarding this opportunity must be submitted no later than June 09, 2026.
