Prison Canine Training Program Services

The government authority in Philadelphia, Pennsylvania is seeking a vendor to provide a structured, canine-centered prison training program and related supportive services. The agency aims to solve rehabilitation challenges by supporting skill development, emotional wellness, workforce readiness, and successful community reintegration for participants. To achieve this, the agency requires the development of participant agreements, expectations, and program participation guidelines. The scope of work covers canine handling, training, care, and socialization activities, alongside instructional workshops on animal care, humane treatment, professional conduct, communication, teamwork, and responsibility. The selected provider must also deliver life skills, cognitive behavioral, wellness, and workforce readiness programming. Additionally, the project requires goal planning, transition planning, individualized re-entry support, and referrals to behavioral health, substance use treatment, housing, benefits, educational, vocational, legal, or family support services. The agency requires the program to include financial literacy, job readiness, resume preparation, interviewing skills, and employment preparation activities. The provider must offer opportunities for mentorship, guest speakers, community engagement, or restorative programming, culminating in graduation, certification, or recognition activities. Coordination with canine adoption organizations, foster networks, shelters, rescues, or related community partners is also required where applicable. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of the work to take place offsite. Regarding budget, the agency is looking for proposals to determine the cost of the services. The agency has scheduled a pre-bid meeting for June 11, 2026.
