Third-Party Administrative Service

The agency is seeking a vendor to provide third-party administrative services focusing on payroll and claims payment administration. The selected provider must deliver comprehensive COBRA administration and recordkeeping services specifically for continuation coverage under the agency's program. These services include dedicated toll-free inquiry lines, takeover of current COBRA continuants with notification of the administrator change, and the creation and delivery of qualifying event packets. The scope of work also requires COBRA premium billing, collection of premiums and fees, and coverage reinstatement or termination processing. The vendor must remit collected fees and reinstatement or termination notifications to the employer on a regular basis. Additionally, the agency requires monthly reporting of premium disbursements, active COBRA participants, pending participants, and terminated participants. Only organizations based onshore within the United States are eligible to bid on this opportunity. The selected vendor will perform all contract work offsite. The agency is establishing a contract period of two years and is currently looking for budget proposals from interested bidders. All questions regarding this procurement must be submitted no later than June 10, 2026.
