Court Reporting and Transcription Services

The circuit court is seeking court reporting and transcription services on an as-needed basis to record and transcribe daily Monday through Thursday criminal dockets and Friday criminal sentencing dockets. The court requires the recording of all criminal trials, including motions, counsel arguments, witness testimony, objections, side-bar conferences, judicial rulings, jury charges, verdicts, and sentences. The selected provider must perform these recordings via stenographic or real-time reporting, though the court will consider audio recordings if the quality and accuracy of the transcriptions are satisfactorily demonstrated. The scope of work includes transcribing any recorded proceedings upon request from the court or other parties, as well as downloading speech-to-text transcriptions via Microsoft Word to create uncertified transcriptions. The provider must maintain and deliver all speech-to-text and digital audio records to judicial chambers, and file every original record, including notes and tape recordings, with the clerk for public preservation. The reporter must possess the ability to quickly locate testimony and read back requested portions of the proceedings in the courtroom at the judge's request. Transcripts requested by the judge must be delivered electronically by regular delivery, unless the court administrator approves an alternative method. All transcripts must be filed with the court electronically in PDF format and certified in accordance with the rules of the supreme court, unless the judge orders otherwise. The performance of this work will take place offsite. Eligibility is restricted to onshore organizations based in the United States. The court is currently looking for proposals and has not disclosed a specific budget. Bidders must submit their responses digitally via email or online.
