The Florida government authority is seeking a qualified investment advisory vendor to oversee its portfolio in accordance with sound fiduciary responsibility, best practices, and the investment policy. The agency needs a partner to conduct risk tolerance assessments, analyze portfolio cash flow needs, and determine and measure investment objectives. The selected advisor will also review and construct the investment policy statement, apply Modern Portfolio Theory-based asset allocation, and handle initial manager selection. The scope of work requires the advisor to establish manager probation and replacement triggers, define asset allocation rebalancing triggers, and perform comparative performance-based rankings and assessments. The agency also requires ongoing investment policy statement compliance testing to ensure portfolio alignment. The advisor will perform all of these services offsite. Eligibility is strictly limited to onshore organizations based in the United States. The agency is looking for budget proposals from bidders rather than setting a predefined budget limit.
